Project Description for Zone Change and PUD Development

The project is located within the Pine Creek Village Association, along Pine Manor Drive at the corner of Sycamore Glen Trail. The property is bounded on all sides by single family development and a regional detention pond to the south. The 10.87 acre site was originally Master Planned as an elementary school site. In 2004 the school district informed La Plata Investments that they did not intend to use the site for an elementary school. To meet the economic impacts of this land use change (school fees, shared roads and utilities), La Plata has prepared a residential development and neighborhood park alternative.

The filing 18 site plan is for a zone change from (A) Agriculture to PUD (Single Family) in support of a future development of 24 home sites and a neighborhood park/open space owned and operated by the Pine Creek Homeowners Association. The proposed development will create new home sites along the western edge of the project and allow for 3.38 acres of open space for a park at the corner of Pine Manor and Sycamore Glen Trail. The proposal will provide a community trail through the detention pond, homes and into the park to provide a connection to adjacent Briargate trails.

The purpose of the Zone Change and PUD proposal:

  • The school district’s master planning efforts no longer identify an elementary school site is needed in the neighborhood.
  • The site currently does not offer community/neighborhood amenities such as the proposed park and trail connection.
  • The proposed development is compatible with the surrounding housing types.
  • The PUD Zone is consistent with the adjacent residential lots and neighborhood layout and features.
  • The development is consistent with the design and planning standards established by the Briargate Master Plan and the Pine Creek Design Guidelines and Covenants.
